Pat was an active State Auditor in her first term (2003 to 2007). Her department conducted dozens of studies on local government spending, including a landmark study of the impact of Local Government Aid (LGA) on local government spending patterns. Pat made the term “essential services” part of the local government vocabulary. Granted, the words stuck in the throat of some local officials who wanted their every spending plan deemed “essential,” but nonetheless under Pat’s leadership, the State Auditor’s office made gigantic strides in redefining the way local governments looked at their responsibilities to taxpayers. Pat’s work generate a lot of media coverage, and she was endorsed for reelection by every major newspaper in the Minnesota.
